Call for Interest: Proposal for a new field of technical activity on Human resource management

The Standards Council of Canada (SCC) is seeking feedback on the development of a new field of technical activity on Human resource management submitted by the American National Standards Institute (ANSI) to the International Organization for Standardization (ISO).

The key driver of employment interest of organizations is to identify, hire and maintain talented workers; promote an environment that motivates employees to deliver their best efforts in pursuit of organizational objectives and establish effective procedures that facilitate these objectives. The role and duties of HR professionals has and continues to be complex and the need for effective solutions by industry leaders has intensified. The HR management standard will address the strategic management of workers, the measurement of HR practices and the implementation of a measurement system and validate continuous improvement.

Scope of the Proposed ISO Standards:

The proposed new field of technical activity for Human resource management is expected to develop HR content in the following areas:

  • Compensation, benefits and total rewards; employee relations;
  • Legislative and regulatory compliance practices;
  • HR aspects of alliances, joint ventures, mergers and acquisitions;
  • HR information systems;
  • Performance Appraisal and Feedback;
  • Change Management; Organizational development
  • Workforce planning, retrenchment and talent management
  • Training and development; Leadership development
  • Job analysis and design; Workforce readiness and sustainability.

As the official Canadian member of the ISO, the Standards Council of Canada is seeking feedback on ISO’s proposal from Canadian stakeholders. All responses submitted to SCC will be considered to generate a Canadian position and comments on this proposal. Stakeholders are invited to consider the following when formulating a response:

  1. Is the proposed scope relevant and does it use appropriate terminology, or is the scope too broad or too specific?
  2. Could the development of this proposed standard impact your sector negatively or positively and why?
  3. Will the development of this proposed standard benefit your sector or will it pose challenges?
  4. If this field of technical activity is regulated, will the proposed development of this standard complement it or not?

The deadline for submission is December 15, 2010.
