Proposal for a new field of technical activity – General technical rules for determination of energy savings in renovation projects, industrial enterprises and regions

The Standards Council of Canada (SCC) is seeking feedback on the development of a new field of technical activity on General technical rules for determination of energy savings in renovation projects, industrial enterprises and regions by the Standardization Administration of China (SAC)e to the International Organization for Standardization (ISO).

The purpose of developing this standard is to promote harmonization of national specifications and requirements of the methods for determining energy savings of renovation projects, industrial enterprises and regions. Reducing consumption of fossil energy resources by energy efficient technologies and measures plays a key role in sustainable development world wide especially now when the world is being faced with challenges such as climate change and energy shortages. Currently, there are problems in promoting and evaluating energy efficient technologies and measures globally due to differences in calculating and evaluating methods practiced in different countries. The goal is to standardize these processes through the development of this international standard.

Scope of the Proposed Work:

  • general technical rules for measurement, calculation and verification of energy savings in renovation projects, industrial enterprises and regions.
  • general technical rules for measurement, calculation and verification of energy savings applicable in energy efficient renovation projects on existing or new building facilities, industrial utilities and processes.
  • general technical rules for measurement, calculation and verification of energy savings of industrial enterprises. It can be used in evaluating energy efficient activities of industrial enterprises in voluntary or mandatory mechanisms.
  • to determine the energy savings of regions which implementing energy efficient policies and measures, such as mandatory standards, tax rebates, subsidy programs, propagation programs
  • The following aspects should be included in the each part of the work:
  • Vocabulary and terminology
  • Technical rules of determination of energy consumption baseline and boundaries
  • Technical rules of determination of energy consumption in report period
  • Technical rules of determination of energy savings
  • Application examples

As the official Canadian member of the ISO, the Standards Council of Canada is seeking feedback on ISO’s proposal from Canadian experts. All responses submitted to SCC will be considered to generate a Canadian position and comments on this proposal. Experts are invited to consider the following when formulating a response:

  1. Is the proposed scope relevant and uses appropriate terminology, or is the scope too broad or too specific?
  2. How could the development of this proposed standard impact your sector, negatively or positively and why?
  3. Will the development of this proposed standard benefit your sector or will it pose challenges?
  4. If this field of technical activity is regulated, will the proposed development of this standard complement it or not?
